November 2008 Move Update

On November 1st, 2008, the United States Postal Service is instituting the Move Update.

Move Update is a process that corrects the address and/or forwards the mail piece of a recipient who has moved and entered a forwarding address at the Post Office prior to the mailing. The USPS is changing their requirements to qualify for automation rates on all Standard mailings. This requirement is already in effect for First Class Mailings. Periodicals are not affected.

The USPS is trying to reduce the number of undeliverable pieces. All pieces in Standard Mailings that are undeliverable are returned or disposed of by the USPS. They want to decrease that number by having customers choose one of the options listed below.

Please read the options and choose one on the Move Update Processing form provided by Printco.

Option 1. NCOA-LINK Move Update Method

Each name and address on the list is run through NCOA-LINK, compared to the USPS address change databank and checked for accuracy and deliverability. If there is an updated address on record then the address correction is made on the list. A set of summary reports is created and returned along with the list.

Each time NCOA processing is required, you must fill out a Processing Acknowledgement Application.

*Once the list is processed you must decide how you want to modify your list

*The list must be processed every 90 days. A new application must be submitted each time the list is processed.

*Once modified, no other changes should be made to the list without resubmitting it for NCOA processing. (NOTE:The turn-around time on the processing is 24-48 hours once the list is submitted.)

The processing fee is $2.50 per 1,000 records or $45 minimum per occurrence.

Option 2. On-Piece Ancillary Statement

(Must begin using by October 1, 2008)

You may use one of the following Ancillary Statements on the mailing piece.

“Address Service Requested”

“Return Service Requested”

Option 3. Alternative Addressee Format

(Must begin using by October 1, 2008)

You may also use on the mail piece an alternative addressee format such as: “Current Resident” or “Postal Customer”. The USPS will then deliver the piece to the address on the piece regardless of the party occupying the address.

If you do not use one of the three methods listed above you will lose automation discounts.


On March 1st, 2009, the USPS is changing the Mail Label Location.

The USPS will require specific mail label location on all flat mail pieces in order to continue receiving automation discounts. The standard states that the addresses must be in the upper 1/3rd of the mail piece with the bound edge or final fold to the right.
